Too much Bistek!

A plunder case involving more than P106 million worth of public funds allegedly used on questionable food purchases was filed yesterday against Quezon City vice Mayor Hervert bautista before of the Office of the Ombudsman.
According to the newspaper i read, it was clear that the food purchases did not undergo the necessary bidding procedures as required by law. The complainant mr. Nicanor Salameda of Payatas said that there were even instances when Bautista circumvented the law by avoiding the bidding.
City Hall documents showed that almost "daily" food purchases amounting to amost 19,ooo pesos are made by bautista. Herbert Bautista made it appear that the transactions were "negotiated" contracts where were only possible when there is "immenent danger to life or property" like the occurrence of typhoons.
However, Salameda said there were no typhoons when Herbert bautista made the transactions.
"Quezon City has not beedn declared under state of calamity, or there is no known calamity that beset the city that would justify the procurement through negotiated contract. Salameda Said.

  1. What so hard about putting the food and drinks contract to public bidding naman kasi diba? It's his fault.
